Constructor.

array(
    std::size_t count,
    value const& v,
    storage_ptr sp = {});

The array is constructed with count copies of the value v, using the specified memory resource.

Linear in count

Strong guarantee. Calls to memory_resource::allocate may throw.

`count`	The number of copies to insert.
`v`	The value to be inserted.
`sp`	A pointer to the `boost::container::pmr::memory_resource` to use. The container will acquire shared ownership of the memory resource.
